The Aim of The Scout Association is to promote the development of young people in achieving their full physical, intellectual, social and spiritual potentials, as individuals, as responsible citizens and as members of their local, national and international communities. The Method of achieving the Aim of the Association is by providing an enjoyable and attractive scheme of progressive training, based on the Scout Promise and Law and guided by adult Leadership.

As a group, our main objective is to try and meet the aims of the Scout Association. We believe that Scouting should be available and offered to everybody, we aim to do this by offering children, young people and adults alike the opportunity to work their way through each of the four or the five sections offered by the Scout Association. These are Beavers (ages 6 to 8), Cubs (ages 8 to 10), Scouts (ages 10 to 14) and Explorers (ages 14 to 18) We are based in the village of Old Costessey, which is about 5 miles outside the City of Norwich, Norfolk on a site of just over an acre with a river frontage to the River Wensum. We are always trying to make the best use of the site as possible by offering varied and new activities. When the opportunity came up to try scuba diving in a heated indoor swimming pool, the members of the 16th Norwich Scout troop jumped at the chance.
